Amendment of registration: Rule 19 (from 1 November 2026)
- Registered persons, UIN holders and enrolment holders must report changes by filing FORM GST REG-14 within 15 days of the change.
- For a change in the principal place of business, the officer must approve (FORM GST REG-15) within 15 days of submission. If the application is deficient, a notice in FORM GST REG-03 issues within 15 days, the applicant replies in FORM GST REG-04 within 7 working days, and the officer decides within 7 working days of the reply (rejection in FORM GST REG-05).
- If the applicant does not reply to a deficiency notice, the application is deemed rejected (FORM GST REG-05A).
- If the officer takes no action within 15 days of submission, or within 7 working days after receiving clarifications, the amendment is deemed made.
- A change in PAN requires a fresh registration.
- Rule 19(3) applies from 1 December 2026.
Cancellation at the taxpayer’s request: Rule 20 (from 1 November 2026)
- The application in FORM GST REG-16 must be filed within 30 days of the event that triggers it. This does not apply on the death of a sole proprietor, where legal heirs can apply.
- Returns must be filed first (GSTR-1, GSTR-3B and CMP-08 where applicable).
- The registration is suspended while the application is pending.
- The officer’s steps are time-bound: cancel or approve within 15 days (FORM GST REG-19), or issue a deficiency notice within 15 days. The applicant replies within 15 days, and a rejection follows within 15 days of the reply. If the officer takes no action for 15 days, the application is deemed approved.
- A show-cause notice to change the effective date of cancellation is issued in FORM GST REG-34, replied to in FORM GST REG-35 within 30 days. A changed effective date cannot be changed again.
When a registration can be cancelled: Rule 21
- A composition taxpayer whose annual return is more than 3 months overdue.
- A monthly filer who has not filed returns for 6 continuous months.
- A quarterly filer who has not filed for 2 continuous tax periods.
- Violation of the specified provisos to Rule 23, or of Rule 10A (bank account details).
Suspension, cancellation and revocation (from 1 April 2027)
| Rule | What it provides |
|---|---|
| Rule 21A (suspension) | The officer may suspend a registration during cancellation proceedings. For non-filers, an intimation in FORM GST REG-31 gives 30 days to file returns or comply with Rule 10A. During suspension the person cannot make taxable supplies. Revocation on compliance within 30 days is effective from the suspension date. |
| Rule 22 (cancellation) | A show-cause notice in FORM GST REG-17 with 7 working days to reply (REG-18). The order (REG-19) follows within 30 days of the reply or the reply due date, or proceedings are dropped (REG-20). A suspension not cured within 30 days results in deemed cancellation (REG-38). |
| Rule 23A (revocation) | An application in FORM GST REG-21 within 180 days of cancellation, after clearing pending returns and dues (or furnishing Rule 10A details). Approval is deemed on compliance, with an order in FORM GST REG-22. Returns for the gap period are due within 30 days of the revocation order. |
Practical steps
- File REG-14 within 15 days of any change in name, address, partners or other particulars.
- Do not let returns lapse. Six continuous months of non-filing (monthly filers) is a cancellation ground.
- If you want to close the business, file all returns first and then apply within 30 days.
- If a registration is cancelled by the system, note the 180-day window for revocation (from 1 April 2027).
