Circular 257 gst registration: Circular 257: GST Registration Guidelines, Documents and Timelines

CBIC’s Circular No. 257/03/2026-GST, dated 26 October 2026, gives guidelines for processing GST registration applications. It supplements Instruction No. 03/2025-GST (17 April 2025) and is issued under section 168(1) of the CGST Act. It guides officers and applicants; circulars do not override the Act or Rules.

Timelines officers must follow

Situation Timeline
Aadhaar-authenticated application, no physical verification Processed within 7 working days
No Aadhaar authentication, flagged for physical verification, or officer-initiated verification Within 30 days
Rule 14A or Rule 9A registration Automatic, within 3 working days

Bank account details Within 30 days of grant, or before filing GSTR-1/IFF, whichever is earlier

If no action is taken within the prescribed time, the registration is deemed approved.

What applicants should get right

  • Name: the legal name must match the PAN and, for companies, the MCA incorporation certificate. For a proprietorship, the proprietor’s name goes against the legal name.
  • Address: the principal place of business must be specific (building, flat or shop number) with the correct PIN code, matching the proof document. A Post Office Box is not acceptable.
  • Jurisdiction: select the State and Centre jurisdiction that matches the PIN code.
  • Photographs: each photograph must show the individual’s full front face, and must not be a group photograph or a copy of an identity document.
  • Previous registrations: if a previous registration on the same PAN was suspended or cancelled, all due returns, including the final return in GSTR-10 where applicable, must be filed.
  • SEZ units: a separate GSTIN is mandatory even if the applicant holds a non-SEZ registration in the same State.

What officers should not do

  • Seek unwarranted documents, such as a Udyam certificate. The circular says a Udyam certificate is neither required nor accepted as proof of premises.
  • Raise queries merely because the residential address is in a different State, district or city from the principal place of business.
  • Go beyond confirming the name and address when checking utility bills.
  • Make personal or subjective assessments.

Unmanned telecom towers and ATMs need not be declared as a principal or additional place of business.

Annexures

The circular includes 51 FAQs (Annexure I), a constitution-wise document checklist (Annexure II), proof documents for each type of premises (Annexure III), an affidavit for inherited property (Annexure IV), an undertaking where there is no rent agreement (Annexure V) and a consent letter format from the premises owner (Annexure VI). Applicants can complain to the jurisdictional Chief Commissioner of Central Tax or Commissioner of State Tax.
