GST Registration Cancellation: Revised REG-16 Process with Electronic Approval
Revised FORM GST REG-16 cancellation process: return validations, electronic approval for ₹2.5 lakh or less output tax, the 3-day GSTR-10 rule and download links.
GST registration cancellation through FORM GST REG-16 now follows a revised process on the GST portal. In an advisory dated 1 November 2026, GSTN explained that self-cancellation now has system-based validations and, where the conditions are met, electronic approval without any officer intervention. The changes are based on Rule 20 of the CGST Rules, 2017, as revised by Notification No. 05/2026-Central Tax dated 26 October 2026.
| Item | Details |
|---|---|
| Form | FORM GST REG-16 (application for cancellation of registration by the registered person) |
| Advisory | Revised Process for Approval of Registration Cancellation application under Form GST REG-16 (1 November 2026) |
| Legal basis | Rule 20 of the CGST Rules, 2017, as revised by Notification No. 05/2026-Central Tax |
| Key threshold | Output tax liability of ₹2.5 lakh per tax period |
How the Revised GST Registration Cancellation Process Works
Step 1: Validation of due returns
The system checks whether all returns due on or before the effective date of cancellation have been filed. You can submit the cancellation application only if they are. Where outward supply details in FORM GSTR-1 or the Invoice Furnishing Facility are filed for a tax period, FORM GSTR-3B for that period must also be filed.
Step 2: Pending for Returns Filing
After the first validation, the application may move to the “Pending for Returns Filing” stage. This happens if some returns up to the effective date of cancellation are not yet due. You must file them by their due dates. If you do not, the application goes to the jurisdictional tax officer for further action.
Step 3: Electronic approval or officer processing
If the returns are filed on time, the outcome depends on the type of taxpayer:
| Taxpayer type | What happens |
|---|---|
| Composition taxpayers, NRTPs, OIDAR taxpayers and ISDs | Registration is cancelled through electronic approval, without officer intervention |
| Regular, casual and SEZ taxpayers with output tax liability of ₹2.5 lakh or less in each tax period | Registration is cancelled through electronic approval, without officer intervention |
| Regular, casual and SEZ taxpayers with output tax liability above ₹2.5 lakh in any tax period | Where applicable, FORM GSTR-10 must be filed within 3 days. The application moves to “Pending for Final Return”. If GSTR-10 is filed in time, cancellation is approved electronically. If not, it goes to the tax officer. |
When Is the 3-Day GSTR-10 Period Counted From?
For taxpayers above the ₹2.5 lakh limit, the three days run from the due date of the returns identified in the “Pending for Returns Filing” stage. If that stage does not apply to your application, the three days run from the date you submit the cancellation application.
GSTR-10 After GST Registration Cancellation by the Tax Officer
If the application is assigned to the tax officer and the registration is later cancelled, the usual rule continues. FORM GSTR-10 (final return) must be furnished within 90 days from the effective date of cancellation, wherever applicable.
Practical Tips Before GST Registration Cancellation
- File every pending GSTR-1, IFF and GSTR-3B up to the effective date you choose.
- Choose the effective date of cancellation with care, because returns due up to that date drive the validation.
- If your output tax liability in any tax period is above ₹2.5 lakh, be ready to file GSTR-10 within 3 days.
- Do not let the “Pending for Returns Filing” deadlines pass, or the application moves to the tax officer.
- Check stock and input tax credit reversal obligations on cancellation separately, since this advisory covers only the process.
In short, GST registration cancellation is now largely system-driven, so clean return filing is the key to a quick approval.

Frequently Asked Questions
Will my GST registration cancellation be approved automatically?
It can be, if all due returns are filed and the conditions are met. Composition taxpayers, NRTPs, OIDAR taxpayers and ISDs are cancelled electronically. Regular, casual and SEZ taxpayers are cancelled electronically if output tax liability is ₹2.5 lakh or less in each tax period, or if GSTR-10 is filed in time above that limit.
What if I do not file the pending returns on time?
The application is assigned to the jurisdictional tax officer for further action.
Do I still need to file GSTR-10?
Where applicable, yes. For high-liability cases, GSTR-10 is needed within 3 days during the process. If the officer cancels the registration, GSTR-10 is due within 90 days of the effective date of cancellation.
